Clean Cities Mission

The Central Oklahoma Clean Cities Coalition is one of nearly 100 coalitions working in communities across the country to help local decision makers and fleets understand and implement alternative and renewable fuels, idle-reduction measures, fuel economy improvements, new mobility choices, and emerging transportation technologies.

We are fuel neutral and work to deploy natural gas, propane, electricity, ethanol, biodiesel, and hydrogen vehicles and infrastructure.

We provide the most impactful and cost-effective solutions, one project, one local decision, and one fleet at a time.Our coalition is made up of business fleets, state and local government fleets, public school fleets, vehicle manufacturers and dealers, energy companies, utilities, fuel marketers, fueling equipment manufacturers, suppliers, and installers, alternative fuel conversion companies, non-profits, and government agencies.

Our Staff

Eric Pollard has served as the Air Quality and Clean Cities Coalition Manager at the Association of Central Oklahoma Governments (ACOG) since 2014.

Since 2014, COKCC has celebrated milestones and successes including: #1 for public CNG stations (per capita), #3 for public EV fast charging stations (per capita), one of the largest regions in the country remaining in-attainment of ozone standards, extension of state alternative fuel tax credits through 2028, and recognition from DOE as ‘Most Improved’ coalition for propane and E85.

Eric is also responsible for the ACOG Ozone Alert program and other Central Oklahoma air quality initiatives.

He currently serves on the boards of the Oklahoma Recycling Association (OKRA), Oklahoma Renewable Energy Council (OREC), and Oklahoma Sustainability Network (OSN).

Prior to joining ACOG, Pollard was Co-Coordinator of the Tulsa Clean Cities Coalition. He previously held positions with the Tulsa Regional Chamber of Commerce and the City of Oklahoma City’s Planning Department.

Pollard has a Master of Public Administration in Sustainable Management from Presidio Graduate School and a Bachelor of Political Science from the University of Oklahoma.

David Frick has served as Air Quality & Clean Cities Planner III and Co-Director of the Central Oklahoma Clean Cities Coalition at the Association of Central Oklahoma Governments (ACOG) since June 2022.

David is an urban planner with a focus on transportation. He obtained a supply chain management undergrad degree from TCU and worked in various supply chain management roles for 5 years.

He transitioned his career to urban planning and earned his master’s from NYU. He worked with the Metropolitan Transportation Authority on a capstone project team creating a plan to convert a bus depot to support electric buses.

He worked at NYC Department of Transportation in the Freight Mobility Unit focusing on Vision Zero safety initiatives for vulnerable road users and their interactions with trucks. David’s most recent experience comes from a road safety nonprofit, Together for Safer Roads (TSR). At TSR he managed the FOCUS on Fleet Safety Program which provided truck safety training, workforce development, and vehicle safety technology to eligible fleets in NYC, Houston, and Fort Collins.

Our Interns

The Association of Central Oklahoma Governments (ACOG) has been awarded grant funding for two U.S. Department of Energy (DOE) Vehicle Technology Office Clean Cities University Workforce Development Program (CCUWDP) Internship Program.

CCUWDP is an initiative of Clean Cities, a government-industry partnership sponsored by the U.S. Department of Energy’s Vehicle Technologies Program. The Clean Cities Coalition Network of 75 Coalitions fosters the nation’s economic, environmental, and energy security by working locally to advance affordable, domestic transportation fuels, energy efficient mobility systems, and other fuel-saving technologies and practices.

The interns work with ACOG and the Central Oklahoma Clean Cities Coalition to advance efficient, clean air, and clean transportation technologies and strategies along with the goal of attracting and retaining new Oklahoma professionals pursuing a career in public service, particularly those interested in emerging transportation opportunities.

Madison Martin is a current undergraduate at the University of Oklahoma pursuing her bachelor’s in Environmental Sustainability of sciences in Planning and Management with a minor in renewable energy solutions. Madison graduated from Oklahoma City Community College in 2023 with her associate’s in business and economics. Madison is on her third internship term with ACOG and plans to continue working with ACOG until she has completed her studies. During her time at ACOG, Madison has aided in various projects that align with her environmental values. She has aided in event planning, grant planning, and electric vehicle community engagement and development.

Katie Barber is a recent graduate from the University of Central Oklahoma. She studied Mathematics and strives to one day practice engineering. An interest of hers since she was little was looking out for our environment and keeping the Earth clean. So today, she continues to follow her passion by working as an intern for ACOG this summer and using her skills to keep Oklahoma green.
